Pour milk, liqueur and vodka into a blender. Add hot-chocolate mix. Blend on medium until combined and no powder remains, 1 min. Add ice. Use "frozen drink" or "ice crush" function to blend until slushy, about 1 min. Serve immediately. Garnish with chocolate shavings.
